Just because this page says it is compatible without extra software does not mean it will function.  All hardware support, no matter your operating system of choice, comes from the manufacturer of said hardware.   This includes the drivers and software.  If it is 'built-into' a given operating system, it is because said manufacturer supplied that driver to the operating system manufacturer far enough ahead of the original release date to have it included.  No operating system manufacturer has any responsibility to make sure their patches and updates do not break the functionality of a specific driver/piece of software - as that would be an impossible task.

I see it is not a current enough product that Genius lists it on their products web page:

Going to their support web page:

... and entering the model (DVB-T02Q) in the appropriate spot tells me that card was made and centered around Windows 2000/Windows XP timeframe and has the newest date of 12-13-2006.  Being over 5 years since they released a driver and not listing any operating system other than Windows 2000 and Windows XP tells me you are likely out of luck in getting that to work properly other than in those operating systems.
