Shader model versions are built into your video card. If your video card doesn't support shader model 2.0 the only way to get it is to buy a new video card.
Shader model 2.0 has been around for many years, if you have a newer video card try reinstalling your video drivers.
Download Drivers
Go to the website of the manufacturer and select your model (this is usually done in the Support section). You should have the option to download drivers for your model if they have drivers your your Windows version. Download the driver(s) and follow the instructions to install - every computer is different so I can't give you exact directions. You can also try using Windows Update to get drivers - it's located in the start menu.
