Run a DLL as an App error on windows XP

Well today when i had started up my laptop imy desktop was gray and then this appeared

"Run a DLL as app has encoutered a problem"

I can't get acces to my desktop or start menu

And when i tried to use Safe mode it wouldn't let me

On an ocsassion it will run the desktop and start menu but the Run a DLL as an App error still is there and my background is still gray.

Then i just tried reinstalling windows period with the disc.

But the disc wounldn't show.

i tried rebooting it.Nothing changed.

is there anyway i can fix it?

I can't pay any money as i am only 15

I am using windows XP

a HP Notebook PC

    Solution

    1. Click Start | Control Panel | Administrative Tools | Services.
    2. Right-click System Restore Service and click Properties.
    3. From the Startup Type drop-down, select Disabled.
    4. Click OK.
    5. Close the Services and Administrative Tools windows.
    6. Right-click My Computer, click Properties, and click the System Restore tab. The System Restore tab should now display properly; however, the System Restore service will be disabled.
    7. Enable System Restore and click Apply.

    ok.....so i followed ur steps...and the steps above didn't worked.... any other solution ???
