Connection Issues, get error message :Diagnose Connection Problems when accessing Internet

Why is it that every time I try to access the internet from my computer it says Diagnose Connection Problems? After I'm online it will work fine but if it hasn't been used for a little while and I try to connect again it won't connect, I have to refresh the page several times before it will work right.

    Hi,

    1.    Have you made any recent changes to the system prior to the issue?

    2.    What is the exact error message?

    3.    Is the issue specific to Web Browser?

    4.    Which is the Web Browser are you using?

    5.    Are you using wired or wireless connection?
