In regards to the question, The Microsoft Excel is not included or built-in with Windows XP, you will need to buy a copy of Microsoft Office that *usually* includes Word, Excel, PowerPoint.

What is wrong with your System Restore?
You can certainly reinstall System Restore if it is so afflicted that it just won't work. You don't have to reinstall XP - you can just reinstall the System Restore part if you need to.
You should start a new thread/question of your very own describing your issue and then we can get your system fixed up.
