I would suggest you to follow the steps mentioned below:
Method 1:
Check the status of external hard drive in disk management, follow these steps:
a. Open Computer Management by clicking the Start button, clicking Control Panel, clicking System and Security, clicking Administrative Tools, and then double-clicking Computer Management. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
b. In the left pane, under Storage, click Disk Management, and then look for the new drive.
Method 2:
If you see the external hard drive in disk management assign the driver letter to hard drive and check if the issue persists, follow the steps in the link:

If the above step fails open the hardware and device troubleshooter and check if the issue persists. Follow the steps in the link:
