If safe mode cant complete, it may be continued malware (run malwarebytes) if clean you are probably going to have to run a repair install.

Please download the free version of Malwarebytes.

Update it immediately.

Do a full system scan

Let us know the results at the end.

I had a sizeable virus issue and in the process I had to uninstall my virus software. When trying to reinstall my software, I was unable to, so my virus software company asked me to run the SFC /SCANNOW, which would get to 70 percent complete and give me the above referenced message, from Windows Resource Protection. I have rund the SFC in Safe Mode, and got the same result. I tried your Method 2, and after running SFC, again I received the same 70 percent result. Any other suggestion? Thanks.

    Hi,

    1)   Why are you trying to run a sfc scan?

    2)   Is running sfc scan an attempt to resolve an existing issue? if yes, what is the issue?

The Trusted Installer service has full access to Windows Resource Protection (WRP) files and registry keys, and this services needs to be running in order to restore missing or corrupted WRP resources. The Trusted Installer service starts on-demand when running the System File Checker.

Method 1: Run SFC scan in safe mode and check the status

Please follow the below link on how to boot the Computer in safe mode.

    http://windows.microsoft.com/en-US/windows7/Start-your-computer-in-safe-mode

Method 2: Let's check if the Trusted Installer (Windows Modules Installer) service is disabled. To do so, follow these steps.

    a.       Click Start, type “services.msc” (without quotes) and press Enter.

    b.      Double-click Windows Modules Installer.

    c.       Set its Startup type to Manual

    d.      Click OK. Now see if you can run the SFC scan.

    Hope this works.
