DFSR only working in one direction - Windows Server 2008 R2

I have a few Windows Server 2008 R2 machines that are doing DFSR.  We'll call them ServerA and ServerB.  I have a few Replication Folders in a single Replication Group.

ServerA can always seem to replicate files to ServerB.  In some of the Replication Folders, ServerB does not seem to send files to ServerA.  With the other Replication Folders, everything seems to work fine though.  There is also no apparent errors in the Event Viewer regarding DFSR as a whole.

There is not an anti-virus scanner on either server and no firewall between them, although they both have their Windows Firewall activated as per default.  Neither are domain controllers, although they are on a domain and using a domain-based DFS namespace.  The replication schedule is set to replicate at all times, so that shouldn't be the issue either.

Additional details are below if you want to dig in further.

Using a very small text file and dropping it on server B shows the following in the logs.  I will first show ServerB and then the matching lines on ServerA that should be receiving the copy.  You'll notice that they do communicate when the file is dropped onto ServerB, but the file itself is never sent and never shows up on ServerA.  Both are with the default logging level:
