Where can I find the ENTIRE Mr. Fix It Tool that is said to exist and download for an offline computer?

I cannot find the Mr. Fix It Tool that the Microsoft site tells one to download to fix a computer that is offline. WHERE is it?  PLEASE give me a Link.

Thanks for any help here. I have been trying to find the entire "package" as referred to and all I can see are different parts of the tool. How can I download the product which instructs one to download to fix an off line computer? Sorry for the repetition but I want to be clear I am referring to the "entire Mr. Fix It" that is said to be available to download on the Microsoft Mr. Fix It page. Thanks again.

    I dont believe there is a single Fix It tool, each Fix It is designed for specific single issues

    Perhaps, if you have a problem, you would explain what it is

    There is a Mr. Fix-it, I used to have him on my computer. I'm looking for him too! The Logo was a handyman wearing overalls and had a tool in his hand. It's a great program.  If anyone finds it, Please let us know.
