- Press the Print Screen key on your keyboard
- Open a photo editor and paste the screenshot. Paint is included with Windows if you don't have a photo editor.

These are some tools that works with XP. A lot less cumbersome than what XP has built in. There are others out there if you search.

I use the free vesion of Super Screen Capture with my Windows XP, SP3 and I love it. One drawback I've found is that it only works on my primary monitor. If I want to capture something from my second monitor, I first drag the window over and then do the capture. If has a multitude of options, but I only use the rectangle tool to capture a portion of the screen. The other drawback is that it inserts www . zealsoft . com (without the spaces) into the upper left of the capture. Since I'm using it for a partial screen capture, I simply start my rectangle a little further up than what I need so I can crop it to size without the advertisement in it.
What I do like is that it does not chat with nor post my screenshots on the internet. I don't know anything about the two that Bruce Hagen listed, but I am familar with one called Jing which is designed to put every screenshot on the net. That's fine if that's what the user wants, but I prefer to keep my pictures to myself.
The question was about the "Snipping Tool", not the "Windows 7 Snipping Tool" - I have a laptop running Windows XP Tablet Edition that has the Microsoft Snipping Tool, and it's really cool.
It's part of the Microsoft Experience Pack for Tablet PC. Ostensibly it's available from MS: http://www.microsoft.com/en-us/download/details.aspx?id=13797
but that failed for me, because the validation tool expired.
