Microsoft didn't turn off anything, Are you using a USB hub to access the drive? or just pluggin it in the PC?
if your plugging it in to the PC you may have overpowered the USB buss.

Original Title: Code 43, problems w/PnP? Microsoft turned off my back-up storage device (calls it unknown device) because these problems were detected. Standard USB Host Controller. I need to access files stored there.
How can I access the files stored on the device if Microsoft does not detect it? Are my documents lost? What else can I do? Thanks!

What is the make and model number of your computer and the storage device?
In addition to the above suggestion, try these too.
1. Check if the device works in another computer to see if you encounter the same issue. If you have the same problem, there might be a problem with the device. If you believe your device is faulty, contact the manufacturer.
2. Before Windows can find and install a driver for your USB device, it must be able to correctly identify the device. Occasionally you might have a USB device that Windows doesn't recognize and that did not come with a disc containing a driver. In this case, you can look for a driver on the device manufacturer's website. You can often download drivers from the support section of such sites. Refer: Update drivers: recommended links
3. Download and install all the drivers for your motherboard. See how it goes.
That should be it.

I have a simular problem but with only one usb port #0001 it shows as an UnKnown Device
Here is the exact report from Device Manager:

Windows has stopped this device because it has reported problems

I have 6 usb ports only one has this problem, it will light up a usb test but not allow what ever is plugged in to that socket to work I have tried every thing I can to fix this to no avail.
I have many years of building computers and this is the first time I have given up on a problem.
even software programs to identify and fix problems has not been able to fix this . I have updated the bios, downloaded the mother board drivers and all others directly from ASUS support.
I am stumpted. Ed

This problem is listed in many blogs, and I'm surprised Microsoft hasn't yet dealt with it properly. I have two machines, one a dell T3500 workstation & the other a HP DV6 laptop, both running windows 7 64 bit. & guess what, when I hook up a usb hub on ether, I get the code 43 error. No fix suggested anywhere works eg. disabling all usb devices, running the fixit tool, running sfc /scanno etc. Unfortunately the USB hub is an embedded device within my monitor, so it is more than inconvenient (& it worked perfectly with XP). Microsoft, what have you done ???
This problem still shows up with Win8 Release Preview.

Device USB\VID_0000&PID_0002\5&11c3c325&0&1 had a problem starting.
In addition, DVD not listed by Device Manager. However DVD will open during POST but not otherwise.
Already tried:
reg.exe add "HKLM\System\CurrentControlSet\Services\atapi\Controller0" /f /v EnumDevice1 /t REG_DWORD /d 0x00000001

to no avail.
Could these issues be related?
