As a workaround, what you could do is to hide the certain folder that you don't want to add in Windows Live Photo Gallery. Please follow the steps provided below:
Restart your Windows Live Photo Gallery application.
If you want to see the hidden folder again, kindly follow steps 5 to 7. Note: you will now select, Show hidden files, folders, and drivesand click OK.

Been digging around and haven't found a newer answer. I have several folders that games have created in My Documents. These folders are full of avatar and game related photos. I can't find a way to exclude these folders from Photo Gallery. You would think by now MS would give this control to users. Am I missing something or has this not evolved in 2 years since the original question? About says Photo Gallery 2012 so I guess not.

The creation of a second My Pictures folder is another workaround, I proposed your post as an answer for the other users having the same issue.
@ikofig,
You can try the suggestion of Bob to create a second folder and import all the photos that you don't want to appear in Photo Gallery.
Note: Make sure to create the folder in another location "not inside the folders that is already included in Windows Live Photo Gallery". Because if you include a folder, all the sub folder/s will also be included and the photos/videos will be viewable in Windows Live Photo Gallery.

This is a faulty solution and does not work for me because it only allows access to the main folders, such as My Pictures. I want to exclude only one folder within My Pictures, but there is no way to select just the one folder without removing all pictures from the gallery.
