How to fix "Installation is forbidden by system policy" error when installing .NET Framework 4

I am the admin for this computer, but whenever I try to install Framework 4 I get this message. Can anyone help me? I have provided the installation log file.

    Download the installer file to your desktop, right click on the file and choose "Run as administrator".

    This should help to get the installer to finish the installation of .Net Framework.

    Hi,

    1.       Which edition of operating system are you using?

    2.       Do you face similar issue with other applications as well?

    If you are using windows 7 professional, Ultimate or Enterprise edition then refer the steps mentioned below:

    Try the following and check if the issue persists.

    a. Click Start, click Control Panel.

    b. Open Administrative Tools.

    c. Open Local Security Settings.

    d. Click Software Restriction Policies.

        Note: If no software restrictions are defined, right click the Software Restriction Policies node and select New Software Restriction Policy/

    e. Double click Enforcement.

    Hi,

    Try the methods mentioned below and check:

    Method 1:

    Among three options that you have mentioned, please select the option “All users except local Administrators” only.  For your reference, the steps are as follows:

    a)      Click Start, click Control Panel.

    b)      Open Administrative Tools.

    c)      Open Local Security Settings.

    d)      Click Software Restriction Policies.

    e)      Note: If no software restrictions are defined, right click the Software Restriction Policies node and select New Software Restriction Policy.

    f)       Double click Enforcement.

    g)      Select "All users except Local Administrators".

    h)      Click OK.

    i)       Restart the computer for the changes to take effect.

    Method 2: If the issue persists, check with new user account:

    Note: If the computer has a single user, create a new user account and then check.

    a)      Create a new Administrator user account

    b)      Login to new user account and check.

    c)      Once the issue is resolved, then copy the user profile data and settings to the new user profile

    I tried both of these methods multiple times with no luck. I still get the same error message.
