How can I get C# 8.0 in VS 2019? (community)

I downloaded VS Community edition. I tried to use an 8.0 feature and was told it was running 7.3. How can I upgrade?

    Please check the documentation: C# language versioning

    C# 8 is available in .Net Core 3.x and .NET Standard 2.1 and later versions.

    You can type #error version anywhere in the code, then hover your mouse over the version, and then you will see the c# version currently in use.
