You have an issue with USB device not being detected on Windows 7. This can be really frustrating for you and I appreciate the efforts that you have put in. Let us work together as a team and try to get this issue fixed.
Let us start with few questions-
1) Do you get any error message or error code?
2) Are the USB devices detected on a different computer (running the same Operating System)?
3) What is the make and model of the computer?
4) Have you made any other changes on the computer?

Method 1-
I would have you try connecting the device to a different USB port and check.
Method 2-
I would have you run the fixits-
Hardware devices are not working or are not detected in Windows

Method 3-
I would have you reinstall the USB controllers.
Refer the steps-
a) Click Start, then type device manager in the Search box, and then click Device Manager.
b) Expand Universal Serial Bus controllers. Right click a device and click Uninstall. Repeat for each device.
c) Once complete, restart your computer. Your USB controllers will automatically install.
Method 4-
I would have you download and install the latest drivers for the USB controllers and the Chipset from the manufacturer’s website.
Note: You can ask the computer manufacturer for assistance. Installing the Chipset drivers are at your own risk.
