Hi.  There's a few ways to share files from your PC to your Android tablet.  It depends on what you'd like to do:

    1. You can connect them to the same network (like your home wifi connection), then use a file explorer app on the tablet to connect over the network to a shared folder.  This is probably more trouble than it's worth.
    2. You can use a service like Dropbox or Microsoft SkyDrive to sync files to online storage space (2 GB or 7 GB for those two services), then use their respective Android apps to access the files from anywhere.

Pc with Bluetooth seem to appear in android fine. Is there any reason why my pc without bluetooth cannot simply do the same over my wifi?

No reason you can't do that.  That's why wifi was my #1 suggestion.  So yes, I would recommend doing that.

Unless between 2012 an 2017 the answer is really still skydrive/dropbox?

The "best" depends on what you want to do. But you can do direct file transfer with wifi, bluetooth, USB plug cable... or you can use online services like DropBox.  There's really no limit regardless of how you want to do it.
