It could be some USB device it's having trouble with. Try disconnecting all of them except the keyboard and mouse and rebooting. I had this problem with a cheap USB hub once.

My computer takes lot of time to boot up(start up ) it nearly takes 10 minutes to come up for Welcome screen .
I have great configuration system Windows i7 processor, 4 GB RAM which is installed with Windows 7 SP1.
I have deleted all unwanted files and folders(temp prefetch). chkdsk, disc clean up , disk degfrag, applications tools bars etc. I have tried Microsoft performance troubleshooter, fix its, sfc /scannow I have ran Safety scanner, Malwarebytes, Norman , tdss, super antispy ware still more. I have checked in Clean boot and safe mode also.
I use IE 9 anf firefox
I don't have any problem with Windows performance, only problem with booting up
I have also tried Hardware Clean boot.
Other than that Computer is super fast it work pretty well after booting .
I have only problem it takes time to boot.
No recent changes are made.

You could be having recoverable hard drive errors. I'd try running Chkdsk and see if that helps. Click Start -> Computer. Right-click C: and click Properties. Click the Tools tab, then click the Check now button. Click the Scan for and attempt recovery of bad sectors. Click Start and OK. When you reboot, it will check every sector and may run for several hours depending on the size of your hard drive.
You can check the rather cryptic system event log. To do so click Start -> Control Panel -> Administrative Tools -> Event Viewer. Once in Event Viewer click on the system log and scroll through the entries looking for those flagged "error" to see if you can find hints as to where the problem could be.

Not sure if you still are still having issues with long logon times, but one thing you can try is empty your Temporary Internet Files. If not, it can cause long logon times if you have a lot of Temporary Internet files on your system.
Click on the thread below in TechNet that has some logging on Windows 7 that can provide log files to show what is loading at logon.

I have mentioned above , what all troubleshooting steps I have tried.
chkdsk didn't help and more over no errors in event viewer.
