Thats quite an older version, its not guaranteed to work with Windows 7.

Windows 7 Compatibility Center

Check to see if your software application or hardware is on the list

You can also try running the program in compatibility mode

I have successfully installed Photoshop Elements 2.0 in Windows 7 Home Premium. It works reasonably well but not the same as it did in Windows XP. For one thing, the minimize, maximize and close buttons on the upper right corner of images do not work. However, windows can be re-sized manually by dragging with the cursor and images can be closed with Ctrl-W or by choosing Close under the File menu. Also, Text fonts do not show up by clicking the drop-down arrow. However, the fonts can be displayed by using the down arrow on the keyboard. In addition, one cannot enlarge and reduce images at will with the scroll button on the mouse. There is a magnifying glass tool that one uses to enlarge or reduce images. Not as convenient, but workable. There are other differences, no doubt, but those are some I have found to date. Even so, I am able to do everything with the software that I did with Windows XP.
