How do I merge folders and sub-folders in Windows 7?

I've had to re-install Win7x64.

In that process, I'm attempting to clean years of mis-filings of many things.  The largest issue is iTunes.  Unlike Win MediaPlayer that stores the AlbumArt and other information within the folder that contains the music, it stores it all in random numbered folders under \iTunes\AlbumArt.  Well, without spending weeks re-associating the AlbumArt and other information that should all be in the Tag, but its not.

What I want to do is merge all these dozens and dozens of folders so that the years of mish-mash is all in one file structure... then let iTunes organize the stuff the way it wants to.

The other reason to do this? I've moved the music to a NAS drive so that it is accessable thruout the house and across all devices.  And, to save the PC storage space... nor does the PC have to be on for another user on the network to gain access to the Music Library.

iTunes is just not user-friendly when it comes to changing what it has built.  This is the only method I can come up with.
