· Does this happen with specific files or with all the files?
· What type of file is it?
· Since when are you facing this issue?
· Do you remember making any changes to the system?
· What happens when you click on the file properties? Do you get any error message?
· Are you able to access file propertied in safe mode?
Method 1:
Step 1:
I would suggest you to check in safe mode whether you are able to access the files properties. Follow the steps mentioned below to boot into safe mode.
a. Restart the computer and keep tapping F8 till you reach the boot menu.
b. Select Safe mode from the boot menu and press Enter.
c. Right click on the file and check whether you are able to access the properties.
If you are able to access the properties then I would suggest you to do a clean boot and check. Follow step 2.
Step 2:
Perform a Clean boot and check whether the issue is resolved.
Follow the steps mentioned in the article given below to configure the system in clean boot.

Note: After you have finished installing, follow step 7 in the article to boot to normal startup
Method 2:
I would suggest you to do a SFC scan. System File Checker (SFC) checks that all Windows 7 system files are where they should be as they were by default and not corrupted, changed, or damaged.
a. Click Start, click All Programs, click Accessories, right-click Command Prompt, and select Run as Administrator.
b. Click Continue or supply Administrator credentials if prompted.
c. In the Command Prompt window type the following, and press Enter:
sfc /scannow
d. You should see the following on-screen message:
§ Beginning the system scan. This process will take some time.
§ Beginning verification phase of system scan.
e. Verification % complete.
f. Once the scan has completed, test to see whether the issue that you are experiencing is resolved or not.

Method 3:
Check in new user account, whether you are able to open the file properties. Follow the steps mentioned in the article given below.
