Error Code 28 errors is caused by a missing driver for that particular piece of hardware.
It would be

Have you made any changes to the computer prior to this issue?
I would suggest you to try the following methods and check if it helps.
Method 1:
Run the hardware troubleshooter. Follow these steps:
a) Press the ‘Windows + W’ key on the keyboard.
b) Type
troubleshooter in the search box and then press enter.
c) Click
hardware and sound and run the hardware and device troubleshooter.
Method 2:
I would suggest you to download the drivers from the manufacture website and then try to install.
Intel Download Center:
http://downloadcenter.intel.com/
Note: If there are no drivers available for Windows 8, I would
suggest you to try to install the program and drivers in compatibility mode and check if it helps.
a. Download the latest drivers from the manufacture website,
Right click on the setup file and select Properties.
b. Click the
compatibility tab, tick the box next
to Run this program in compatibility mode for and select
Windows.
I would suggest you to update the chipset drivers and check if it helps.
