1. Have you set the correct Region settings?
2. Were there any recent changes to the system prior to the issue?
3. Have you run a proxy on your computer?
4. Is your Windows Firewall turned ON?
If you have run a proxy, I would suggest you to disable it and check if it helps.
Also, turn on your Windows Firewall ON and then check if it helps.
Try changing the regional settings and check if it helps.
Follow these steps and check if it helps.
a) Right click on Date/Time Settings on the Taskbar.
b) Click on Adjust Date/Time.
c) Click on Change Time Zone.
d) Click Apply, click OK.
e) Check if it helps.
