2) Have you tried connecting to all the USB ports on the computer?
3) Is the camera recognized on a different computer?

Method 1-
I would have you run the fixits-
Hardware devices are not working or are not detected in Windows

Method 2-
I would have you install the latest Windows Updates for the device.
Refer the steps-
a) Open Windows Update.
b) Click Check for Updates. After the scan is complete, click Review optional updates.
c) Click the check box next to the updates, and then click Install updates.
d) If prompted, review the license agreement, and then click I Accept.
e) Follow the onscreen instructions to download and install the updates.
f) If prompted, reboot your computer.
Method 3-
I would have you re-install the USB controllers.
Refer the steps-
a) Click Start, then select Run, type devmgmt.msc and hit Enter.
b) Expand Universal Serial Bus controllers. Right click a device and click Uninstall. Repeat for each device.
c) Once complete, restart your computer. Your USB controllers will automatically install.
Method 4-
I would you install the latest chipset drivers from the manufacturer’s website. You may ask the manufacturer for assistance.
Note: Installing the chipset drivers are to be performed at your own risk.
