After installing Windows 8 I am no longer to play a music CD, the optical drive is not recognized. The driver properties box gives this error message:
"Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" I am ready to remove Windows 8 from my computer and go back to what works for me, Windows 7.

I don't have a clue as to why you got an error trying to uninstall...I've not heard that before.
You could try this registry edit...it was provided as a fix by another poster as an answer to his problem.
It is also similar to fixes suggested on Toshiba's website....But first because it may be easier...look at this link concerning a TODDSRV.exe file...look in your taskmanager to see if it is running.
If so, right click on it and select "Open File Location" and rename or delete the file.

I have solved this issue (for now), and I was lucky in that I had two laptops, one for each of my children and both installed with win8. One recognised the Drive the other did not.

I tried as you suggested, this is the error code I received when I tried to uninstall TOSHIBA Recovery Media Creator
