Unable to create Desktop shortcuts Windows 7

I recently had to rebuilt my computer from the original image. All went well except I that I can no longer create shortcuts on the desktop. When I try, I grab the icon, go atop the desktop and release the right mouse button. The options present themselved and I click "Create Shortcut", but the shortcut never appeasr. I can copy a file top the desktop but I cannot create a shortcut. All was well prior to the re-imaging.

    Unfortunately after trying it a few times, it still responded the same. I have again reimaged the drive, and couldn't be happier. All working well now. Thanks...  Gord

    Click the Start button and click on All programs,

    You should be able to Right click any program and click on Send to,

    Click on Desktop Create shortcut.
