Run command prompt as administrator and run the following command:
net localgroup Administrators local service /add
That is what fixed my problem after searching everywhere

i tried many of the ways suggested in many forums, nothing worked. actually when i forst connected te Galaxy it worked for a few days, then it stopped. My company ha installed on my PC System Center 2012 Endpoint Protection; however it was there even when i was able to connect. i tird also the ipad and i get the same error.
the solution offered to my previous request on the same issue by Rob Thomas596 strictly refers to Apple products and i can't use it for the Galaxy

Let’s remove and reinstall all USB controllers:
To remove and reinstall all USB controllers, follow these steps:
a. Click Start, click Run, type sysdm.cpl in the Open box, and then click OK.
b. Click the Hardware tab.
c. Click the Device Manager button.
d. Expand Universal Serial Bus controllers.
e. Right-click every device under the Universal Serial Bus controllers node, and then click Uninstall to remove them one at a time.
f. Restart the computer, and then reinstall the USB controllers.
g. Plug in the removable USB storage device, and then test to make sure that the issue is resolved.
I tried all that and didn't work.
I have the updated driver, but it doesn't install properly. Something prevent it from installing.
With the Galaxy connected to the USB port, I can see the diver with the exclamation point. If I try to update it, I get the same installation error. However if after selecting update driver I disconnect the Gaxaxy, the the MTP USB Device Driver installs correcty. However, since the Galaxy is not connected, I can't see it in the Deviece Manager list. If then I try to reconnect the Galaxy, I get the same error

Now the device detection may fail but here is the trick, while the phones plugged in go settings / usb pc connection / change to camera PTP let those drivers install / Then it will open the storage from the phone / now switch it back to MTP / This should re configure the driver correctly.

Let’s follow these methods and check if it fixes the issue.
As all the hardware devices have drivers associated similarly USB devices also have it. Sometimes proper drivers do not get detected after the initial installation so reinstallation of the drivers helps resolve the issues.
You may check after uninstalling and reinstalling the USB drivers if you are able to connect. You may disconnect all USB devices and then perform the following steps:
a. Click Start, and then click Control Panel.
b. Click System and Maintenance, click System, and then click Device Manager.
Note: If Control Panel is in Classic View, double-click System, and then click Device Manager.
If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
c. In Device Manager, double click to expand "Universal Serial Bus controllers", right click on the Host Controller, click "Uninstall" and click "OK".
Check if at all there is an exclamation mark along the driver, it suggests issues with the driver installed.
d. Repeat the step 2 to uninstall all items under "Universal Serial Bus controllers".
Then, restart your computer and Windows 7 will reinstall all USB controllers automatically.

If the issue sill persists I would request you to check for chipset driver updates which you can get at the manufacturer website. The chipset drivers normally incorporate USB controller drivers as well.
