I dont think I have any fallback except to re-install a fresh copy of Win 7. Its gotten bad enough I cant even use firefox

I have been using Wamp server on Win 7 Home Premium for well over a year until all of a sudden it will no longer start.
To check this I installed Xampp, and get the same problem. This tells me that something in the system is preventing the 2 servers from starting. My port 80 is open and clear
Soluto tells me the HTTP server is crashing every time I try to start the app from its own control panel. Mysql and php apparently are running fine. Mysql starts as required
When I run netstat -o I get the 127.0.0.1 but no port 80. Its all ports high up such as 31595 and higher
On Services (wampapache) when I attempt to start the service I get the error 1058, "The service cannot be enabled because it is either diabled or has no enabled devices". Where could it be disabled or where can I enable it?
Event veiwer gives me this

From apachge logs I get

This is possibly the result of using a registry cleaner(I know, I'm dumb like that).
To try and fix this I have
Somewheres there has to be a place I can enable the servers and possibly the http.exe file to run. Any thoughts? Thank you for your time
