Removed navigation start sound comes back all the time

I really hate the little sound that Windows makes every time one navigates in MSIE, Windows Explorer, etc. So I remove it in the control panel under system sounds (I set it to "none"). I recently noticed that this sound, which is among the first things I remove (along with the Windows startup sound, which is equally annoying), reappeared on my Win8 laptop upon restarting even though I had removed it. I figured it had something to do with my using the same Microsoft Account for my laptop, Surface RT, and Windows Phone 8 (Nokia 810). But I've removed it from my Windows Phone and it doesn't reappear there. So I've reconsidered--upon removing the sound and when later rebooting my computer, the sound reappears (very annoying). 

I know very well where to remove it, and it is gone upon setting the sound to "none" - but comes back later (seems to be upon reboot). Does anyone know how to remove this very annoying sound so that it stays removed? This problem was not there with previous versions of Windows (and I've used 3.11, NT4, 95, 98, ME, 2000, XP, Vista, and 7 extensively).

    I don't see why creating a new user account needs to be suggested as a solution to every problem or quirkiness. I'm using the only account on my computer, my personal one with admin rights. I've removed the start navigation sound using the control panel at least ten times, but it keeps reappearing. I do not have a Windows startup sound (one of the annoying things I remove as soon as I get my hands on a new computer). It seemed to have something to do with restarting the computer, but I'm not sure this is the case--it seems the sound comes back after a while whether I restart or not (i.e., use sleep/awake instead), but the latter takes longer for the sound to reappear.

    Hi Per L Bylund,

    Thank you for the update.

    I would suggest you to follow these steps to disable the beep sounds using Command prompt.

    a.      Press Windows key + X and select Command Prompt(Admin).

    *b.*Type these commands and press Enter after each one of them.

    net stop beep

    sc config beep start= disabled

    c.       This will disable the beep sound.

    Do reply us with the results.

    Thanks, but I do not have any non-plug and play drivers in the device manager.

    Thank you for the update.

    Follow these steps to disable the beep sounds.

    a.      Press Windows key + X and select Device Manager.

    b.      In the View menu select 'Show hidden devices'.

    c.       Expand the list of devices under 'Non-Plug and Play Drivers' and select Beep.

    d.      Right click the Beep item and select Properties.

    e.      In the 'Beep Properties' window, go to the Driver tab.

    f.        In the Startup section, scroll down the Type list, select Disable and click the OK button.

    g.      Restartthe computer.

    Do get back to us with the results.

    From the issue description, I understand that you have some issues with Windows sounds.

    Could you answer few questions:

    1.      Did you make the changes using administrator account?

    I would suggest you to check if you have unchecked the “Play Windows start up sounds check box” and if you can see any speaker option after selecting no sounds from the drop down.

    Let’s try out these methods for the sound related issue and check.

    Method 1:

    Follow these steps to mute the system sound:

    a.      Click the volume bar from the notifications area.

    b.      Click mixer and mute the system sounds.

    c.       Restart the computer and check.

    Method 2:

    Step 1:

    I would suggest you to create a new local user account and check if the issue persists. Here is the link which says how to create a new user account.

    Step 2:

    I would suggest you to follow these steps to convert the local account to admin account and check.

    a.      Press Windows key + X and select Control Panel.

    b.      Go to User Accounts and select Manage another account.

    c.       Select the new user account and click on Change Account Type.

    d.      Select Administrator and click Change account Type.
