    Hi rai,

    Thank you for posting your query in Microsoft Community forums.

    Please answer the questions given below,

    1)      When exactly you get this error message?

    2)      What is the make any model of the computer?

    I would suggest you to remove all the external devices and check if the issue persists.

    Also try the methods given below and check if the issue persists.

    Method 1: Try updating drivers using Windows updates.

    Follow the steps given below.

    a)      Press Windows key + X, Select Control panel.

    b)      In the search box, type Windows update.

    c)       Select Windows update, and see if there is any update for device.

    I went into services.msc and looked at Windows Driver Foundation - User-mode Driver Framework, it was set to manual, but under "Status" it was off. I plugged in a USB and the status changed to "Started".

    I changed the startup type to "Automatic", shut down the PC, restarted, checked to see that it was still set to automatic and that it was started. Plugged in a USB and no error code, plugged in another USB and no error code. Shut down, started again, checked again and no error code.

    Disabling hard disk hibernation solved the problem for me.

    Just go to Power options -> Advanced Settings -> Hard Disk -> Turn off hard disk after -> Never

    Hi all, 

    checked in device manager whether drivers were uptodate and so it was. Still the error keeps occurring after each startup.

    To add to this:

    After setting to automatic, before you reboot the computer go to device manager and uninstall all usb hubs then reboot. While the computer is rebooting attach the usb device to the pc. When you get to the desktop the pc will automatically scan for hardware changes and install the drivers needed. This worked for me when my galaxy tablet would not recognize the usb keyboard.
