what is a trorm launcher

It is part of the Toshiba Value Added Package which is a set of software utilities provided with the Laptop.

TRO RMC Launcher is part of the Recovery Media Creator which in theory once you have created the disks is no longer required. However it is installed as a suite and is only listed in the Programs and Features list as the TVAP.

Depending on the model removing the suite can disable some of the media keys.

I have never heard of "TRORM launcher".  Can you check with Toshiba Support and see if it is one of their programs?  If you locate the actual .exe on your machine and if you right-click and look at the Properties do you get any additional information about the program such as who owns or created it?

As to the freezing problem, see what Task Manager can tell you about which process is using all the CPU cycles.

Have you checked the machine performance from Safe Mode, and if it improves, isolated any possible slowdown cause via a Clean Boot?

Is that the correct title or spelling?  Maybe it is Storm Launcher?

Whatever it is if you don't recognise the program you can either uninstall it from Programs and Features, or disable and prevent it from starting via MsConfig, see this article.
