    That is a question for HP, not Microsoft.  HP supports your HP product - even the software and drivers.

    Getting to the point where you select the operating system for which you wish to download drivers for the HP PhotoSmart C4280 device (<-- link), I see that a driver/software is listed for Windows 8:

    So I suggest you download that, save it to your computer, reboot, right-click on it and RUN AS ADMINISTRATOR.  Should be good to go.
