Here's my answer to my own problem.
Get TagScanner, install, learn to use, etc
My problem was the properties of the file were locked in either iTunes or Windows Media Player.
I opened WIndows Explorer to the location of the file Users\me\downloads and right clicked the file. Under Properties I unblocked the file so that I could alter it.
I went using the c:\ prompt to c:\users\me\downloads and found the file. It had no extension. I had noticed this when I double clicked it to play it in WMP. I had only a . I renamed the file qwer;hlkh.* to *.mp3.
Then I had a look again and it appeared in the Browse section of TagScanner under the path c:\users\me\downloads.
All the tags appeared again in gibberish. I tried the command to convert tags, but it didn't work. I could though using the tag editor rename the Artist, Album title, Title, etc by hand, typing in the info.
I had a thought that I might be able to translate the gibberish if I dropped it into Word and highlighted it and chose a Russian font. That worked. I got the tags they had put in. Unfortunately they were "Unknown Album" "unknown work" "unknown performer" (in Russian). So I had to manually insert the tags I wanted.
Anyway I can now edit the tags or if they are labeled specifically I can translate the tags with my cut and paste and convert in Word method.
If anyone has an easier method please let me know. I'd be nice NOT to have to enter all the tags in manually, but it's better than gibberish.
