You can only format a partition on a drive. When you cleaned the stick you removed all partitions.
Create a partition on your flash drive in Disk Management (or using Diskpart) and you will be able to format that partition.

I accidentally cleaned my flash drive in 'diskpart' in cmd
After that, Windows can't format my flash drive
Flash Drive : Data Traveler 2 Kingston 1GB
OS: Windows 7
Additional info from DUP thread:
Failed to make "Windows To Go' USB, turns my flash drive into RAW filesystem, flash drive is now unformatable!
I tried to make a bootable Windows 8 in my USB, but things went wrong. Power went down so the process was terminated
So everytime I plugged in my flash drive, it says that I need to 'format it' before I can use it! But Windows just can't format it!
I also tried to format it on 'diskpart on cmd' but it also failed!
Please help ASAP, Thanks!
