Hi Will,
To help you suggest more steps to resolve the issue, I would appreciate it if you could answer the following question:
Have you made any recent hardware or software changes to your computer prior to the issue?
Please follow the methods and check the issue:
**Method 1:**If the issue is caused due to missing Visual C++ libraries, you may download and install the Runtime components of Visual C++ libraries from the link below:
You can uninstall any existing Microsoft Visual C++ Redistributable Package and install the latest Microsoft Visual C++ 2010 Redistributable Package to check if it helps.
Step 1: To uninstall the package:
a. Open Programs and Features.
b. From the list, find Microsoft Visual C++ Redistributable Package and click on it.
c. Click Uninstall at the top of the list.
Step 2: Download and install the latest package to see if it helps.

Note: Install anyone as per the Operating System installed on your computer.
Method 2: As the issue occurs while launching Internet Explorer, you may run the Microsoft Fixit and check if that works.

Method 3: I would suggest you to perform clean boot and check if the issue still persists.
You may configure the computer in clean boot and check if the issue persists. It will start Windows XP by using a minimal set of drivers and startup programs and helps to eliminate software conflicts.
You may refer to the link:
How to configure Windows XP to start in a "clean boot" state
**http://support.microsoft.com/kb/310353**
If the issue does not persist you may continue with step 2 from the above link.
Make sure you reset the computer to normal mode after the troubleshooting completes. Refer to the section “Steps to configure Windows to use a Normal startup state”
Hope this helps.
