Is visual studio 2019 enterprise supports SharePoint 2016 development and if it is supports which version of office developer tools to download?

You just need to install Office/SharePoint development tool(Tools->Get tools and Features...), then you could find SharePoint 2016 solution templates.

.Net FrameWork 4.6 or .Net FrameWork 4.6.1

SharePoint 2016 use .NET Framework 4.6, so both versions should be ok.
