I have the same problem. I have disable Norton 360 and reset store cache. Neither has fixed my problem.
Can't connect to Windows Store, error 403 (Forbidden)
When I try to connect to the Store, it says this:
We weren't able to connect to the Store. This might have happened because of a server problem or the network connection timed out. Please wait a few minutes and try again.
Error: HTTP 403 Forbidden

I understand that you get an error code while connecting to Windows store in Windows 8 computer.
Before we proceed with the troubleshooting steps, please provide the information given below.
1) Is there any third party security software installed in your computer?
2) Do you remember making any changes prior to this issue?
I would suggest you to follow the methods given below and check if the issue persists.
Method 1: Disable third-party Security Software
a) On your Computer screen Task Bar next to System Clock..
b) You will see the third-party Security Software Icon.
c) Click on the third-party Security Software Icon, you will see a pop up.
d) In that pop and select the option to disable, click on it.
Now the third-party Security Software will be disabled.
Important Note: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Also reset the Store cache.
Method 2: Reset Store cache.
a) Press Windows key + R,
b) Type wsreset.exe and hit Enter.
