tiburium sun missing dll

I have a new dell pc with windows 8, I installed tiburium sun and when I run it I get an error 'missing dll, reinstall software".  I reinstall software and I still get the same result

    Hi Robert,

    We need more information to assist you with the "tiburium sun missing dll." please answer the followings.

    1. Is this issue confined to Tiburium?
    2. Did you install Tiburium from the disc or downloaded file?

    Errors caused by DLL files usually happen after installing a new software over an existing installation of the same software, and right after un-installing software(s).

    This is likely due to the fact that you have the Tiberian Sun First Decade freeware install. There are a few things that you need to do before you can run this version of the game:

    Make sure Tiberian sun is installed in the right directory. The full path of your SUN directory should be C:\Program Files\EA Games\Command & Conquer The First Decade\Command & Conquer(tm) Tiberian Sun(tm)\SUN, regardless of your operating system.

    Run tibsun_regadd.reg. The file is located in C:\Program Files\EA Games\Command & Conquer. The First Decade. This will add the game to your registry thus mimicking a proper install.

    Set your game to run in compatibility mode. Right click on your game.exe and SUN.exe files in your SUN directory, then go to compatibility and select run as administrator and run with Windows XP compatibility. Refer to the following links.

    Keep the computer in clean boot and check the issue status.

    Note: Please go through the section: How to reset the computer to start as usual after troubleshooting with clean boot of the Kb article to boot the computer in normal startup after fixing the issue.

    I installed tiberium sun from the cd.  I got rid of the missing dll files by changing the properties of the file to run as administrator.  Now when the main menu comes up and I select an option nothing happens.
