If you believe in the existence of a 3rd party utility which 'claims' to be able to enable Aero, yes it is possible. Unfortunately, success rate is low and the user is often left with problems way greater than no Aero. This is why I will not post a link to the utility. :-)
Bear in mind that use of Aero and other functions found in higher versions severely cripples battery life, cutting it in half for the most part. This is why the Starter edition has so many limitations..
