No, Bing is not necessary to anything in regards to the functionality of your PC, and disabling it will not decrease performance.

Do I need Bing? I deleted it from my Favorites Bar but it is still in the Add-On list but Disabled. If it is Disabled will it slow down my computer. I don't remember what it came with but want to keep my old laptop clean and fast as possible without buying more RAM.

Hello Patrick,
You do not need Bing. If it is disabled in the Add On list then it is not using any resources so it will not slow your PC down. Bing is simply 'another' search engine just like Google.
