windows system restore error code 0xc0000121

I was attempting to do a system recovery--I am unable to get under the tools section of my computer to do an error scan of the drive.  Have requested it several times and several times it hasn't performed the function.  I wanted to do a sys restore from about 3 weeks ago. Anyway, the sys restore that I wanted done did not prove satisfactory.  Requested it a second time and again failure.

What am I doing wrong?  Moreso, why is the system not following through with the error scanning of the hard drive?

This episode of not getting the error scanning has happened previously.  And those times, at least 2 times, I did a complete recovery.

Important: System Restore will not revert any of the non-system files like documents, email, music, etc. to a previous state. These types files are completely unaffected by System Restore.
