Windows XP Pro SP3 will not update internet explorer 6.0

I have just had to do a fresh reinstall of XP Pro, and then manually do a SP3 update.  After doing the install, the original IE 6.0 will not update to the current IE browser. There are other programs that I am unable to install, such as Paint.Net and any FLV player.

I know that there were issues with the installation...I first had a disc with a bad burn that did not include all the files for the OS. I had received a replacement disc from MS that worked fine in the past, but it would not do a complete install this time around. So...I had to keep switching discs back and forth and play around with the installation process until it finally went through. Still, I have an OS that is kind of in "limp mode"...some stuff works, other stuff doesn't.

Any ideas on where to start to track down and fix the issue?

    1.Have you visited Windows update to check for all critical updates before attempting to install any programs?

    2.What version of XP Pro are you running.....32 or 64bit?

    3.What processor type...intel or AMD? (Applicable if you are running 32bit XP Pro)

    4.Is this a dell computer?

    I have just reinstalled XP Pro version 2002 on an old Gateway machine. I burned SP2 and SP3 to a cd (which I have used at least one other time with no problems) and manually installed them.

    No antivirus installed yet as I have been trying to get IE8 on this machine but it wont install. It gets hung in a loop "downloading files". 

    BUT it is also hung in a loop when I am using Windows Update. 

    In fact yesterday I was trying to repair a friend's old computer by reinstalling XP. I had this problem with his hard drive, so I put in a "new" one.  I installed a fresh copy of XP PRO on this 2nd hard drive and had the same exact problem.  Windows Update stuck in a loop on BOTH of those hard drives and now on

    this Gateway and it's hard drive.

    I downloaded Ie8 (it let me do that)  and tried installing from there. Stuck on "downloading".  It goes on forever.  It's just Windows Update that wont work.

     I have started BITS and set it to AUTO. Turned on Auto Update. Turned on Windows Installer...all are set to AUTO and all are STARTED.

    There is no antivirus...I need IE8 for that. There is no 3rd party software except for the Ethernet card and sound card software. The only items in the INSTALLED PROGRAMS list are those two and WXP SP3.

    My own machine updates fine using the same modem and router.

    I know this should probably be a new thread. But since this thread was dated last month I figured they might tie together, all others I found were years old.

    **I will add that I am thinking there is some update I'm missing that should have been installed before SP3 or even SP2?

    ***************WELL AFTER 2 HOURS OF NO INTERNET ACTIVITY AS SHOWN BY TASK MANAGER, IT IS NOW UPDATING. 2 HOURS! So I guess it's ok then. Geez

    what do you mean "it would not do a complete install" ?

    what error did you receive?

    what is the service pack on your install cd?  1, 1a, 2  ?

    did you try to do a repair or a clean install?

    when you boot is there more than one  OS to choose from?

    did you download IE8 to a flash drive and then try to install?

    do you need specific instructions on how to do a clean install?

    I am really hesitant to go any further based on the  information you provided on how difficult it was for you to get Windows installed. You should not be having this much trouble with a fresh install if it was done correctly, My advice to you is to do it over.

    1. I have tried to download certain updates and they all tell me the same thing...I need IE 7.0 or above to update.
