Generally to restart your phone, simply press and hold the Volume Down button and the Power button for 10-12 seconds, until you feel the phone vibrate. This should restart your phone without deleting any of your data or apps.
Nokia Lumia 720 dead. Cant turn on. screen all blank.
Help! My dad's nokia lumia 720 turned off unexpectedly after charging it. After it got to full charge i unplugged it and left it on the table. When my dad went to use it it didnt respond: the screen remained black een after pressing the lock button. We even tried a soft reset but then we worked out that it wasnt even on and it was dead. We couldnt turn it on either.... After that i plugged the phone into my pc and used the windows phone app to check status of the phone. it showed that it was charging! I thought that the phones couldnt charge when they are off! Anyway, there are no lights coming of the windows key, the back key or the search key....Please Help!!

If I have understood the issue after you put on charge your Lumia 710 it hasn’t worked any more.
Are you sure your phone has been charged. It is behaving like the battery is totally discharged.
If you keep having the same problem tough you have left the phone on charge for several hours I would suggest you to try the steps which are described on the following link.

2013-10-27T02:08:51+00:00 So I know the feeling, I just experienced the same thing last week and was very frustrated. I let it sit there spinning away for 51/2 hours then finally got to a very high frustration level so I can truly appreciate what you are feeling.
So ultimately this is what I did and after several attempts, it worked.
Turn off the phone, Once the phone is off, Hold the Volume down key then press the power on and keep them pressed until your device vibrates.
Once the Nokia screen appears press the following keys in order:
Volume Up
Volume Down
Power Key
Volume down.
The phone will turn on automatically (see note below), this may take several minutes and it will show two gears that are spinning just wait for it to finish.
NOTE:
So what I noticed was that when I went through that process, the Nokia screen that appeared before I pressed the 4 keys in order flashed and appeared again after I pressed the keys in order. The gears showed again, I went downstairs and came back up to check after about 15 minutes and the screen was dark. It was dark because the process completed and was ready to start setting up again so it timed out because I was not there. You can wait and watch the gears but go get a drink of juice then come back.
