The icon no longer opens and closes... it stays a locked symbol that keeps flashing
I tried everything suggested on forums such as this and finally found one suggestion that worked. Check your monitor cable and move your monitor closer to your computer. It is caused by a cable that is stretched too tightly. The lock disappeared immediately when I did this.

I have had the same problem. It was caused by a faulty "Menu" push-button. The solution is to replace this button. I have created a video showing how to do this - https://youtu.be/hqUQFt1GZBs . Good luck,
