The Program is IObituninstaller. I tried all of the other suggestions, and this was the one fix. Make sure you do the "power scan" to complete the removal. 100% FIXED. Thanks for the tip!!
When trying to uninstall the Ask Toolbar I get the following error message "Error message 1316 A network error occurred while attempting to read the file C:\Windows\Installer\Ask Toolbar.msi
How do I get over the error message and uninstall the ask toolbar?

You have no idea how much pain I experienced discovering I had no choice but query a Microsoft forum for the answer to this problem. My cause for pain was confirmed reading everyone's post up to yours.
Thirty years in business and Mir. Softy STILL evidently assumes all Windows users are indeed trained programmers who relish threads like this one. However, I will say the thread was at least informative, which is A LOT more than you can say tor the typical "Help" menu option accompanying Windows products. Digital waterboarding anyone?

2013-12-10T06:03:41+00:00 I have been trying to fix this problem and came across a solution after ccleaner did not work. The toolbar removal program did not work, and I found it too hard to find and change the registry. The problem occurs when firefox is removed before the ask toolbar is removed. I downloaded firefox from the Mozilla site, then uninstalled the ask toolbar from control panel. I then uninstalled firefox after successfully removing ask toolbar. Hope this helps as no site came up with this suggestion. Cheers
