I was given the web address of 192.168.1.250 by the IT person who set up the network originally.

It is not specifically a "web address", it is more generically known as an IP address (in fact this particular address cannot be used on the internet).

A simple check is to open a run box (Windows key and "R") and in the box enter \\192.168.1.250.

This would bring up a list of the shares available on the server however the user account on the PC has to match a user account on the server. If it does not then a dialogue box will open asking for a username and password which has to be one the server recognises.

"Servers" can be one of a number of different configurations from just another PC being delegated to host the office files to a full blown File and Print Server in an Active Directory Domain. How you make that connection permanently will vary and your "IT person" should have gone through this with you.
