This type of errors while trying to enable the Windows feature could be due to the missing or corrupted important system files on the computer. Let’s
check this by running the SFC Scan and check if that resolves the issue.
Run an SFC Scan
The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions.
a)
Press “Windows Logo” + “Q” keys on the keyboard and type “cmd” in the search box.

Right click on the “Command Prompt” icon from the search results and select “Run as administrator”
c)
On the command prompt window, type the following command, and then press “Enter”
sfc /scannow
d)
Follow the on-screen instructions and complete the scan.
Important: It may ask for windows installation DVD to fix and to enable SFC to make more than minor repairs. Some files saved on your computer might get deleted when fixing corrupted files.
Now, regarding the issue with the Wacom Pen and Touch drivers, I would like to know the following information:

What is the make and model of your computer?
2)
What exactly happens when you use the “Pen and Touch” device on the computer? Does it show any error message?
3)
What is its status shown in the Device Manager?
4)
Did you try reinstalling the latest drivers for this device?
If not, please uninstall the existing drivers from the computer and then reinstall the latest Windows 8.1 compatible drivers from its computer or device
manufacturer’s website. If the latest Windows 8.1 compatible drivers are not yet released or available, then you may try installing the available Windows 8 drivers in its compatibility mode.
