There are several reasons why computer might perform slowly. It may be because of software or hardware issue. Follow these methods and check if it helps:
Method 1: Run the System Maintenance troubleshooter and check if it helps:

Method 2: Try to restart your computer in Safe mode and check if the problem persists.
If the issue does not persist, I would suggest you to restart the computer to return to normal boot and then run Autoruns by downloading it from the following link:
http://technet.microsoft.com/en-us/sysinternals/bb963902.aspx
Once Autoruns runs in the computer, it will display the CPU usage by exact process names. I would suggest you to reply with the names of the highest CPU consuming processes.
If the situation is same in safe mode, I would suggest you to contact the manufacturer and try to run hardware diagnostics on the computer.
