Please download the whole BLHeli-Setup package (SiUtil.dll is included here) and unpack it with 7zip into a directory, where you have the full access to.

What would a tech savvy do to fix a missing SiUtil.dll?
The error message "Missing SiUtil.dll" pops up each time I open BLHELI setup. Any kind hearted expert would care to share their thoughts.
