DSETUP.dll was not found?

So I was trying to update a game (which is not important) and I got a DSETUP.dll error. So I looked online and tried something.

"You may reregister the corrupted DSETUP.dll file. Thereafter, check if the issue persists.

a. Type ‘cmd’ in the Start > Run box> right-click on Command Prompt > click Run as Administrator. 

b. Type Regsvr32 <space> DSETUP.dll

c. Click the OK button."

So I tried it. And to my shock This came up:

"RegSvr32

The module "DSETUP.dll" failed to load.

Make sure the binary is stored at the specified path or debug it to check for problems with the binary or dependant .DLL files.

The specified module could not be found."

Is there any 'Safe' way to get that Dll back? or is there a tool already on my computer to re-install it?

Note: I tried everything listed in this question here and it didn't help at all

If anyone has any experience with this I would appreciate any help at all

EDIT: I had looked up everywhere and got no information on what it was. So I decided to search my pc for "DSETUP" And found different DSETUP.dll's around my pc, each within game folders. So I assume the error I received was due to my game itself not having the Dsetup.dll.

I apologize for wasting anyone's time. From the post I linked above I had assumed it was to do with directx or something..
