Fable 3 Opens to a Black Screen

I cannot run the game Fable 3 for Windows 8.

I have already tried re-installing, I have tried every compatibility mode offered, I have tried the PCVideoOptionsApplet, ran it as administrator, etc..., and none of them work.  Every time I open the game I am faced with a black screen that never loads anything.

What do I do to make this thing run?

    I attempted to explain in the original post that I already tried all of that.  My computer VASTLY exceeds all the requirements, and I updated all drivers before even installing.

    My computer actually has more than double the requirements of the recommended settings in all areas.

    Everything is also up to date, and I double checked that today.  Same scenario.  The game opens a small black window that cannot be maximized or altered in any way and the menu and game itself simply never load beyond that.

    I also have no ability to adjust the video options as I do not have this "Games Explorer" and when I open the application named "Games" I do not see Fable 3 listed anywhere.  It only gives me the option of selecting an extremely limited number of "Xbox Windows" games.

    make sure your computer meets the game requirements and also install the latest graphics card drivers and check.
